The Kiribati Development Plan 2016–2019 served as the national blueprint for guiding development efforts during the period, outlining six key priority areas: human resource development, economic growth and poverty reduction, health, environment, governance, and infrastructure. It emphasized inclusive development, climate resilience, and the sustainable use of natural and human resources. The plan also focused on strengthening coordination across government and aligning national efforts with global commitments such as the Sustainable Development Goals (SDGs).
